We the people of the State of Arizona, grateful to Almighty God for our liberties, do ordain this Constitution.
“Lex semper dabit remedium”  = “The Law will always give a remedy.”
Where rights secured by the Constitution are involved, there can be no rule-making or legislation, which would abrogate them.
